Munch, Bayliss, Gharty, and Ballard get together at the Waterfront to reminisce about some of the dumbest criminals they have encountered. Stivers stuns Kellerman with news that Georgia Rae's wrongful-death suit will be heard by a jury; Kellerman becomes convinced that Gibbons, the presiding judge, is corrupt, but cannot get in to see him.
